The Administration Group is headed by the Senior Deputy Accountant General or Deputy Accountant General, who is also the Head of the Office for all official activities. In addition, the DAG (Admn.) in the O/o the PAG/ AG (Audit I) vide Headquarters office order No.95/Sampad/40-2002 dated 24/10/2002 has been declared as the Estate Officer for all the estate belonging to IA&AD at Bhubaneswar. Consequent upon the transfer of Administration functions of the Office of the Accountant General (E&RSA), Odisha, to that office with effect from the 5th January, 2004 the Administration Group of the Office of the Principal Accountant General (Audit I), Odisha is functioning with the following functions as detailed below.

The following sections operate under the Sr.DAG/DAG (Admn.). The sections are headed by one Assistant Audit Officer and one or more sections operate under one Senior Audit Officer otherwise named as Branch Officer.

a. Administration including Confidential Cell.

b. Office Establishment and Cash Branch.

c. Office Management-I & II including Old Records.

d. Estate Cell.

e. Training & Examination.

f. Hindi Cell.

g. Welfare Cell.

h. Legal Cell.

i. Right to Information Act (RTI) Cell

j. Data Analytics & Research Cell

Functions:

A. Administration and Confidential Cell: - The Administration Section deals the following functions:

i. Preparation of Annual Budget and control of expenditure and Correspondence therewith Hqrs. office, holding DPC for confirmation of staff, Processing of Honorarium, OTA and personal claims such as GPF advance/withdrawal, CEA, LTC, TA Advance, encashment, Preparation of staff case & consolidation of staff proposals etc.

ii. Preparation of DPC for staff & officers for promotion, both inter office and intra office transfer & postings, Maintenance of cadre-wise post-based Reservation Roster, Preparation of monthly disposition report

iii. Staff recruitment (recruitment through SSC, Sports Quota recruitment, Compassionate Appointment, etc.), resignation, Issue of General circulars/orders/instructions received from Govt. of India, C&AG & Others to concerned Groups/Sections, Review of cases under FR 56J, finalizing of MACP/NFU cases, Sending of Quarterly/Half-yearly/Annual reports and returns to the Headquarters office, Maintenance of Manual of General Procedure and Establishment Manual and Correction slip Registers thereof, etc

iv. Maintenance of Service Books & leave account of all Gaztted & Non-Gazetted officials, annual service verification, periodical increment, all types of pay fixation/pay protection/stepping up of pay, etc,

v. Maintenance of personal files & Service Books of Gr.-A officers, preparation of Gradation List, processing of deputation & mutual transfer cases,Correspondence with all the Service Associations, work related to Immovable Property Return, etc.

vi. Processing cases relating to retirement/family pension, etc.

Confidential Cell is dealing with issue of blank & custody of completed Annual Performance Appraisal Report of the entire staff and officers starting from MTS cadre, correspondence on UN & Embassy Audit.

Legal Cell

The Legal Cell is responsible to carry out following functions:

  1. Processing of all disciplinary cases and court cases.
  2. Maintenance of Register of disciplinary cases/court cases.
  3. Processing the cases of long term advances (HBA & PCA)
  4. Preparation and forwarding of the Monthly/ Quarterly/ Half yearly/Annual reports relating to disciplinary cases, sexual exploitation cases, pending court cases, pending vigilance cases, Long Term Advances, sexual harassment cases against working women.

Right to Information Act (RTI) Cell

The RTI Cell deals with Applications and Appeals filed under RTI Act, 2005 and sending Quarterly Return and Annual Return on RTI cases to the Headquarters office.

Office Establishment and Cash Branch: 

The Office Establishment and Cash Branch deals with Preparation of advance, final and arrear bills pertaining to Pay & Allowances, TA, LTC, Overtime, Honorarium, Medical Treatment, and Domestic & Foreign Travel Expenses but excluding contingent expenditure. Also deals with cash deposits and payments in cash.

Office Management-I & II including Old Records:-

The OM Branch consists of two sections, OM-I and OM-II. While an AAO remains in charge of the OM-I section, the OM-II section is being headed by a Senior Auditor.

A. OM-I-The section deals with housekeeping activities inside the office building under occupation by the G&SSA office, sanitation inside the office building & campus, all contingent purchases, Local Purchase of Stationery, Maintenance of office library, Engagement of Outsourcing agency, watch & ward of office building, transit houses and ‘B’ type quarters, Purchase of Liveries for MTS, Issue of Pensioner & staff I-Card, Maintenance of fire-fighting instruments and Printing & Binding works etc.

B. OM-II deals with receipt & distribution of daily Dak, dispatch of Dak and maintains Service Postage Stamp account.

Estate Cell

The Estate Cell deals with Allotment & vacation and other related works relating to staff and officer quarters at Old & New AG Colony, allotment of ‘B-type’ quarters at Unit-I, correspondence with CPWD for repair & maintenance of staff quarters & office buildings, correspondence with Hqrs. office for allotment of funds for repair & maintenance of office building and residential quarters.

Training & Examination Cell

The Training and Examination Cell conducts in-house trainings, SAS trainings on the basis of approved Calendar of training programmes; nominates staff & officers for training to various RTIs;  iCED, Jaipur; iCISA, NOIDA etc. conducts various departmental examinations.

Hindi Cell:-

Implementation of Rajbhasha Scheme in the office, promoting use of Hindi in the official work and Hindi translation of correspondence and holding various meetings like Official Language Implementation Committee (OLIC) Meetings, Hindi Workshop, Hindi Pakhwada and training on Hindi.
