Shri Nirmal Kumar Bhagat is a Central Secretariat Service officer of 1997 batch. He holds bachelor’s degree in Architecture and Post Graduate Diploma in Business Management (Finance). Before joining NRIDA on deputation in December 2022, he was working as Director (Budget) in Ministry of Health and Family Welfare. He has more than 24 years of experience in administration/finance/project related work in Government of India. Earlier he had done a stint on deputation at Rajiv Gandhi National Aviation University under Ministry of Civil Aviation for duration of 2 years. During his tenure at Rajiv Gandhi National Aviation University, he was entrusted with the responsibility of Construction and Facilities Management of the Rajiv Gandhi National Aviation University building at Fursat Ganj, District Raebareli, Uttar Pradesh. He was also instrumental in making the ordinance, laws and By Laws of university and provided guidance to consultants of KPMG group in framing Recruitment Rules for newly created posts of Rajiv Gandhi National Aviation University. Shri Nirmal Kumar Bhagat earlier has worked as Director (Administration) at National Centre of Medium Range Weather Forecasting at Noida under Ministry of Earth Science. There he was involved in renovation of office complex and residential building of NCMRWF in collaboration with NBCC.

Though Shri Nirmal Kumar Bhagat comes from administrative cadre he has deep interest in Projects Planning and Execution of various buildings like Hospitals, Educational Institutions. His areas of interest are Project, Contract Management, Budget and Financial Management. He has over 24 year’s expertise in various aspects of administration in Government of India. He is team player and keen learner and presently pursuing LLB programme from CCS University, Meerut. In the present capacity of Director (F&A) at NRIDA, he is responsible for all administrative functions, financial analysis, budget and all other issues related to administration of NRIDA.
